See you there. 73, Phil KG8AP Minutes of members' meeting, Tuesday, January 8, 2002 Phil KG8AP called the meeting to order at 7:30 PM with the Pledge of Allegiance and self-introductions. This meeting was held at Salem Presbyterian Church, Mozart & Higbee in Westwood-Cheviot, due to the holidays and non-availability of Western Hills Church of Christ, the usual meeting place. There were about 30 present. New licences: none. Upgrades: Bob and Margie Kreimer, WB8JHT and KA8MRL, General and Advanced to Extra. Health and Welfare: Kevin Croll KB8GHP, son of Ken and Pat Croll, N8ASV and N8EEV, died unexpectedly on Dec. 30. Also the son of Paul Bushle KA8LYB (SK) has died. Phil KG8AP conducted the program on a number of radio-related programs and applets accessible through the Internet. He promised to post the list on the club reflector, which he did a few days after the meeting. Web-based applets are available for licence exams, that work on almost any platform. AA9CW has Morse programs. Part 97 of the FCC Rules & Regs is available in .pdf files. There's an RF Safety program that lets you calculate to see whether you're within compliance. Please see report to follow end of these Minutes. Lynn WD8JAW announced the next Hamfest meeting will be the 29th at 7:30 PM at Carol WA8YL's, all interested are welcome. Bob WA6EZV reported that DX has been poor or sporadic lately. Bands will die in another year or so. Dick WB4SUV reported that the last fox hunt did not enjoy good weather. 2-3 more transmitters were added after the start, all hounds arrived about the same time. Dick will send revised guidelines for the hunts for the Q-Fiver. The fox may choose where to start, then work within a 10-mi radius. Mt Storm is the default. All need to respond to the signal check. A rotating schedule of who's the fox through May is lined up. There will be a mileage correction factor; a measuring course will be set up so axle mileage can be used sted trip odometer (sometimes inaccurate). The library is virtual this month, will be real again in Feb. Jim KC8PRY requested those with books checked out to please return them. Harry WA8LOJ reported that the slow-scan net is proceeding much as usual. Dale KC8HQS reported for Tech Talk that all is much the same there too. Lynn WD8JAW reported for ARPSC that there is a new TATN manager, George Horning KA8CXG, effective the first of the year. More folk are needed for the net. No WARN or QCEN reports. Brian K4BRI announced the Technical Committee will meet in Feb at his place, weather permitting. .67 is doing pretty well. There are no longer any problems with .925, because we've bought a Yaesu Vertex commercial grade repeater for there. It's still not perfect, but worlds better. The amplifier is back-ordered. Merry Christmas to us. Phil KG8AP reported for the Education Committee that they'll meet next Thu the 17th at Carol WA8YL:'s. Classes start Feb 28, run 10 weeks to May 2 (2 weeks before Dayton). There are 2 teachers for every course so ought to be less stress. Harry WA8LOJ needs to put the new repeater on the gear list. Mike Burke KC8PRZ would have won the attendance incentive had he been present. As he was not, the sum will be $10 next time. Old business: Lynn WD8JAW announced that 103 have paid dues so far. Will the rest please pay, as we need the money to pay for the repeater. Phil KG8AP summed up that Rick KD4PYR will go over the reflector changes. The new Extra question pool will be good for 4 years. We still need to work on the amplifier and the cabling/hardline, but that is in the works. Please contact me by any means with comments/suggestions/gripes. The Technical Committee will meet at the 146.925 repeater site on February 12, at 7:30 PM. We will meet at the repeater site so everyone can see and work on the repeater, then we will retreat to warmer places to discuss plans and other work to be done. Tnx es 73, Brian K4BRI Alan Cook N7CEU, Newark, will become the new Ohio Official Observer Coordinator for the American Radio Relay League on February 1, 2002. The announcement was made by Ohio ARRL Section Manager Joe Phillips K8QOE. Alan, who for the past three years has been Emergency Coordinator (EC) of Licking County, will succeed Richard Kuns KC8TW, who retired because of increased duties in the Cincinnati ham radio community. Mr. Kuns, besides being on the Ohio Section Cabinet as OOC, also is secretary of the Greater Cincinnati local Interference Committee, operates web pages for several ham radio groups and is a newsletter editor for his club. He recommended Mr. Cook's appointment. …>8 -- K8QOE Revised foxhunt guidelines 1. The default starting point and boundaries are Mount Storm Park and the I-275 loop. 2. At the discretion of the fox, the starting point can be changed to anywhere inside the I-275 loop .The boundary would then be a ten-mile radius from that point including area outside I-275. This change should be announced as early as possible so a message may be put on the 146.67 repeater. 3. When taking check-ins, the fox should get a confirmation of ample signal from all hounds before starting the hunt. 4. The responsibility of being the fox will be divided among those who participate, rather than the best time from the preceding month. (January WD6ADM, February K4BRI, March WA6EZV, April WB4SUV, May W8EH.) If anyone wants to get on the list, contact Dick WB4SUV 5. In order to be eligible for the twice yearly foxhunter award given at the OH-KY-IN awards banquet, the hunter must be a club member and drive a prescribed route documenting the mileage. This will be used to determine an adjustment factor in mileage because of oversize tires or other inaccuracies. Dick Arnett will determine a location for the mileage route (not yet set). 6. Transmitters with controllers can be borrowed from most hunters and/or OH-KY-IN. 7. An attempt will be made to have at least one night hunt and several progressive hunts throughout the year. 73, Dick Arnett WB4SUV Team USA forming for 2002 ARDF World Championships The World Championships of Amateur Radio Direction Finding (ARDF) take place in even- numbered years. Slovak Amateur Radio Association (SARA) will host the Eleventh ARDF World Championships during the first week of September. The site is Tatranske Matliare in the High Tatras of the Slovak Republic, at about 900 meters elevation. Here is the schedule of events: September 2 - Monday - Arrival of the Participants September 3 - Tuesday - Training on Both Bands, Opening Ceremony September 4 - Wednesday - 2 Meter Band Race September 5 - Thursday - Free Day with Cultural Program September 6 - Friday - 80 Meter Band Race, Awarding Ceremony, Closing Ceremony, Hamfest September 7 - Saturday - Departure of the Participants Competitors are divided into five categories for males and four categories for females, in accordance with newly approved ARDF rules of the International Amateur Radio Union (IARU). Each country may have up to three persons per category on its team. Two Slovak hotels will be taken over for the exclusive use of competitors. The entry fee of US$300 per person includes hotel accommodations (double occupancy), meals, local transportation to the Championships events, and fees for the Cultural Program. As an alternative, entrants may camp in their own tents and provide their own meals, in which case the fee is US$150 per person. Each participating country must submit a Letter of Intent with tentative team size by the end of January. (Note that these letters are submitted only by the countries' national societies -- such as ARRL -- and NOT by each individual competitor.) For USA's Letter of Intent, I need a preliminary "head count" of interested radio-orienteers right away (this written early in Jan). If you are interested in competing at the 2002 ARDF World Championships on Team USA, please let me know by e-mail immediately. If you have not been on Team USA before, include your full name and mailing address, home phone number and date of birth. Entry fees are due in full to the organizers by July 15, 2002. If more than three persons apply for Team USA in any age/gender category, selection will be made on the basis of performances in the First USA ARDF Championships (Albuquerque, August 2001) and the Second USA ARDF Championships (Atlanta, April 2002). ARRL Bulletin 7 ARLB007 >From ARRL Headquarters Newington CT January 22, 2002 To all radio amateurs ARLB007 ARRL Board adopts modified Novice band refarming plan The ARRL Board of Directors has adopted a modified proposal to refarm the Novice bands, now that the FCC no longer issues Novice licenses. The Board met January 18-19 in Fort Worth TX. The ARRL Novice Spectrum Study Committee had proposed allowing Novice and Tech Plus (or Technician with Element 1 credit) licensees to operate CW on General-class 80, 40, 15 and 10-meter CW segments at up to 200 W output. The panel recommended refarming the current Novice/Tech Plus CW subbands, in part to allow expansion of phone allocations on 80, 40 and 15 meters. The Board approved a modified plan that would leave in place or slightly trim the amount of additional phone spectrum the committee had recommended for 75 and 15 meters. The amended plan would drop the US phone band to 3725 kHz on 75 meters but leave it at 21,200 kHz on 15 meters. The original plan called for dropping both by 25 kHz. The 75-meter proposal would expand the phone band by 50 kHz for Generals over the present allocation and by 25 kHz for Advanced and Extra licensees. On 15 meters, Generals would get another 25 kHz of phone spectrum, but phone privileges for Advanced and Extra class operators would stay the same. The Novice Spectrum Study Committee's original recommendations for 40 and 10 meters were accepted. The ARRL plans to propose the modified refarming plan to the FCC later this year along with other regulatory requests. The Board also deferred until its July meeting a decision on whether to cut ''Section News'' and contest ''line scores'' from QST and move them to the ARRL Web site as part of an effort to stem ARRL operating losses. Before deciding to relocate the QST content, the Board said, it wants members to be ''aware of the reasons for the proposed relocation and the enhanced capabilities available on the Web site.'' The Board said it also wants to evaluate ''variations and alternatives'' to the proposal. The Board did decide to eliminate the minutes of its own meetings--published as ''Moved and Seconded''--from QST. Minutes already are posted on the ARRL Web site and will be made available via alternative means to members lacking Internet access. …>8 The Board resolved to extend the ARRL's ''most sincere condolences to the families and friends of the radio amateurs who lost their lives on September 11, 2001.'' The Board also commended and honored amateurs ''who generously volunteered their time and expertise during the rescue and recovery efforts on September 11 and thereafter.'' The Board holds its next meeting in July in Windsor CT. Sincerely, Lynn M Badger, Interim Director The Foundation for Amateur Radio Inc., a non-profit organisation with headquarters in Washington DC, plans to administer 62 scholarships for the academic year 2002-2003 to assist licenced Radio Amateurs. The Foundation, composed of over 75 local area Amateur Radio Clubs, fully funds 7 of these scholarships with the income from grants and its annual Hamfest. The remaining 55 are administered by the Foundation without cost to the various donors. Licenced Radio Amateurs may compete for these awards if they plan to pursue a full-time course of studies beyond high school and are enrolled in or have been accepted for enrollment at an accredited university, college or technical school. The awards range from.$500 to $2500 with preference given in some cases to residents of specified geographical areas or the pursuit of certain study programs.
