Lynn WD8JAW reported 194 members logged in for 2001. Continuing for Hamfest, there was a meeting this past Thursday, discussion of prizes and vendors. Paperwork for Diamond Oaks seems to get more complex every year. A new consideration is if items are to be sold. We dont expect sales tax; donations are accepted and excess over expenses goes to fulfill the purposes of education and advancement of amateur radio. Those who buy a fest ticket, whether they can attend or not, can be in the draw for the grand prize. Lynn invited contributions of unwanted Christmas presents for hourly prizes. Anyone is welcome to attend Hamfest planning meetings. Brian K4BRI reported for the Technical Committee that there was a work party at .67 in which much was done; new fan array, enclosure for controller redone. Nothing else is immediately scheduled. .925 is working but not in excellent shape. Bruce N8BV has had signal queries; especially if members listen to Tech Talk, please check in. Phil KG8AP reported the last class of current session was last Thursday with exams on Saturday. Plans are to start the next classes in the spring. Rick KD4PYR observed that it was possible to field an entirely non-teacher VE team, which was a help. Silent Keys: Susie N8CGM has heard via GCARA of the passings of previous Oh-Ky-In members Bob Stearns N8JRV and Stan Wolking N8JUG. Jim KC8PRY reported from the library that one book is still out, unfortunately a new one. Extenuating circumstances may apply; hell keep on the trail. Either a bigger home for the library or bigger boxes are now needed. Eric N8YCL agreed that the Oh-Ky-In locker is full. Dick WB4SUV reported that Ernie W8EH was last months fox. There will be a hunt this Saturday. Dick and Bob WA6EZV went to Atlanta for an ARDF hunt this past weekend, and did OK. Bob WA6EZV reported for the DXers that the P5 (N Korea?) now has a 1010 number. The new country of Ducie Island is not yet active. Harry WA8LOJ said the clubs gear is all accounted for but he needs to write up a new inventory. The slow-scan net is picking up again. Dennis KB8ROA reported that the ARPSC holiday party will be this Friday at Maple Knoll. Joe K8QOE will be the guest speaker. No reports from WARN or QCEN. The pizza arrived at 8:22 PM with a little business still to conduct. Rick KD4PYR will ask to move the January meeting to the 8th, also to Salem Presbyterian if our normal site is not available. Passing of a hat drew $135 for the Red Cross Liberty Fund; $154 million is collected so far. Representatives from organisations donating will be invited to a recognition, no details yet. Bob WA6EZV announced, for those who hadnt seen or counted up in QST, that K8SCH placed in the top 10% nationwide for Field Day, 26th of 350 in 3A and #1 in OH! Sweeps phone got a reasonable number of contacts and got the Sweep Sunday afternoon. 40,000 points in 250 contacts. Those who worked Sweeps should tell Brian K4BRI if they wish a mug or pin. Gene N8KOJ won the attendance award. As he was present, he received $10. . Otto AA8KK is offering his sons TS-940, automatic tuner with all filters and manuals including service manual, tip-top shape, $900 or best offer. Gene NU8U moved to adjourn to pizza at 8:30 PM, George N8FFV second, motion carried hungrily. Respectfully submitted, Susie Scott N8CGM, Recording Secretary DX in December QST The big headline for the end-of-the-year "How's DX?" column was, as is the case so often lately, to do with 9-11. Columnist Bernie McClenny W3UR made 2 points very quickly -- 1) the need for emergency preparedness and 2) the promotion of good will in and by the worldwide amateur radio community. One of the women's magazines last year had the statement "Cheers to a new year ... and another chance to get it right!" 10 or 12 promises of good DX were dangled, including perennially-socked-in Ducie Island. 33/73, Ye Ed. 10th OH Section newsletter winners Knew there ܥe# [PnM,l,l C(T)8 CTimes New Roman Symbol ArialCourier NewThe Q-Fiver, newsletter of Oh-Ky-In ARS, Cincinnati OH January 2002 Volume 44 Number 1 >From the President, briefly When my wife Jo and I first received our amateur radio licenses in 1992, our learning had just begun. There is so much to learn. There is technical stuff, procedural stuff, what rigs to buy and rules. There was just so much to know, it seemed overwhelming to us. I found that I learn best from other people. You can ask questions and hams love to share their knowledge. If I had a question, it seemed someone in OH-KY-IN was involved in that aspect of the hobby and had the answer. (Rick's article was truncated here in the first 2 tries to send; feared it might not ever finish. The rest of the article finally did come through! Please see the foot of page 5 in the print edition - Ye Ed.) So my family and I began to attend the meetings and we became active in club activities. My daughters are hams today because of the classes and encouragement provided by members of OH-KY-IN. The OH-KY-IN club is an ARRL Special Service Club. To obtain this recognition from the ARRL a club must excel in New Ham Development and Training; Public Relations; Emergency Communications; Technical Advancement; Operating Activities, and more. This designation by the ARRL is a direct result of hard work of this club's membership. I owe the members of OH-KY-IN a lot. And I am very proud that they elected me president of this club. With your help, I will work hard during 2002, to keep OH-KY-IN one of the best amateur radio clubs. 73, Rick KD4PYR Next meeting Due to the Holiday the OH-KY-IN ARS January meeting will be on January 8th, 2002 the 2nd Tuesday of the month. Same time. Different Place. The meeting will be at the Salem Presbyterian Church, right behind the White Castle Restaurant at Boudinot and Harrison. The same Church where we hold classes and exams. There were about 50 present. Guest: Bud Lipps K8YNU, a member from years back, last reported living in FL. Upgrade: Tony Toll KA8UTM (received a new call after meeting) to Extra. No health or welfare announcements. Dues are about due, see Lynn WD8JAW. Eric N8YCL thanked the Haltermons for staffing hospitality. Candidate statements: Rick KD4PYR, candidate for President, will look forward to members support and help in the coming year. Phil KG8AP, candidate for Vice President, said hell do his level best. Bill KI4QJ, perennial candidate for Treasurer, is out of town on business once again. Carol WA8YL said she seems to be the perennial candidate for Corresponding Secretary. Susie N8CGM, candidate for Recording Secretary, is not perennial yet. Q-Fiver Editor sort of goes with the elected office, members have seen what theyll get. Directors: Lynn WD8JAW said he hopes to serve as a pipeline between the club and the officers. Bruce N8BV said hed continue to do the best he can for the club. Jo KD4PYRs campaign statement should have been Another YL on the Board? Y not? Mike AC4XS promised to run again if hes not elected this time. Brian K4BRI echoed what they all said. John WD8TDD moved to sweep the ballot in. It was explained that nominations closed in November, and only 3 Directors can be elected. Gene N8KOJ moved to accept John WD8TDDs withdrawal of the motion. Ballot distribution was completed by 8:03 PM. The search for an open room for the tellers with a table and lights required until 8:06, when the business meeting convened. OH Section Journal, Winter 2001, ed Ron Griffin N8AEH, (winner of this year's Al Severson AB8P Memorial Award) November foxhunt Weather for November 10's hunt was nice. I decided to keep the driving distance down for this hunt and hid in LaBoiteaux Woods off Hamilton Ave. This turned out to be a good spot as the hunters didn't come up Hamilton on their search. The main fox transmitter was hidden in the parking lot. Three additional foxes were hidden out in the woods to find on foot, all transmitting on the same frequency. A fourth and final fox was hidden close to the parking lot. The first to arrive were Dick & Janie, tailgating them were Brian & Emily. Don & Alan showed up about 20 minutes later, hiking through the woods from an adjacent apartment complex. The on foot portion of the hunt separated the hunters. Lots of reflections and dead ends. Dick got back first. Here are the results: WB4SUV & Janie 7.2 mi 10:56 K4BRI & Emily 7.4 mi 11:13 KE4BME & Alan 8.4? mi 11:28 73 from the fox, Ernie W8EH December foxhunt The morning of the December 8 foxhunt started with heavy rains and it looked like it would be an all day soaker. We decided to hide near the boundary of the I-275 loop. We found a small park in Montgomery called Pioneer Park and set up a six-element quad with a five-watt transmitter. All three teams confirmed that they had adequate signal so we let the hunt begin. As the hunt progressed, the rain began to subside so we hid two additional transmitters just off the paved trail that circled a lake. All three teams arrived within minutes of each other. Because of the wet conditions and the lake, one of the transmitters presented more of a challenge than was intended. The results are as follows: TEAM MINUTES MILEAGE WE8H and ELAINE 45 Minutes 19.2 K4BRI and EMILY 53 Minutes 19.9 WA6EZV 53 Minutes 3 Seconds 17.9 Bill Schroeder WD6ADM will be the fox for the January hunt. Otto Bielefeld AA8KK,513=574-5463 New TATN appointment I am pleased to announce that effective 1-1-02 George Horning KA8CXG will assume the role of net manager for the Tri-State Amateur Traffic Net. George is retired from Cincinnati Bell and holds an Extra class license. He has been a long time member of the TATN, as well as being a regular net control station and accomplished traffic handler. As such, he brings a great deal of experience to the role of net manager. I'm confident that under his guidance the net will continue to be the successful net that it has been. Please give George your continued support and cooperation as you have given it to me. Please remember the importance of NTS traffic handling as an emergency training tool, as well as a valid and valuable method of communication in the event of an actual emergency. As a reminder, the TATN meets every evening at 8 pm on the 145.370 ARPSC repeater. All licensed amateurs are invited to check in regardless of their location or their experience in handling amateur message traffic. The TATN is also a training net, and we encourage all new check-ins to feel welcome. Also please remember the Hamilton County ARPSC Training Net every Thursday evening at 9 pm on the same repeater. That policy requires municipalities to ''reasonably accommo- date'' amateur communication in antenna-related zoning and regulation. The ARRL last year appealed to have the full FCC review the earlier denial. The Commission turned down the League's Application for Review December 18 in a Memorandum Opinion and Order released December 26. ''There has not been a sufficient showing that CC&Rs prevent Amateur Radio operators from pursuing the basis and purpose of the Amateur Service,'' the FCC said. The Commission said hams still can get on the air without installing residential antenna systems by operating away from home, while mobile or at club stations. The FCC said it recognizes the importance of preserving the integrity of contractual relations that CC&Rs represent. But it asserted that the ARRL had ''submitted no specific evidence that would persuade us to abandon our long-standing policy of excluding CC&Rs in private cov- enants from our ruling in PRB-1.'' ARRL President Jim Haynie W5JBP expressed disappointment in the Commission's ruling. ''The biggest problem Amateur Radio operators face today is being able to put up an antenna,'' Haynie said. ''Our only approach now is to get a bill into Congress.'' The FCC itself even hinted that Congressional action ought to be a next logical step. ''However, should Congress see fit to enact a statutory directive mandating the expansion of our reasonable accommodation policy,'' the FCC declared in its MO&O, ''the Commission would expeditiously act to fulfill its obligation thereunder.'' In its Application for Review last year, the ARRL maintained that the FCC should have the same interest in the effective performance of an Amateur Radio station and in the promotion of amateur communications regardless of whether the licensee's property is publicly regulated or privately governed by homeowners' associations and their architectural control committees. A copy of the FCC's Memorandum Opinion and Order in RM-8763 is available on the FCC Web site, http://hraunfoss.fcc.gov/edocs_public/attachmatch/FCC-01-372A1.doc .
