Bob said there is a reflector established and numerous committee (start/finish, registration and funds, transport, visas, orienteering liaison for maps and insurance, course [WB4SUV and WA6EZV], room and board, hospitality, e-mail, awards) are needed. Tentative dates are July 30-Aug 2, 2003, need to be certain of no conflicts with European or Asian activities. Web site is under construction. Bob WA6EZV will spreadsheet each committee. Dick WB4SUV made the point that practise events will be needed to make sure the gear works, also workshops to build the gear. The deal with an HF hunt is you get the direction and go, no reflections. Dale Hunt designed a $20 kit, extra parts bring to $30. Dick asked for 6 kits for us to build as a club project. Not many have 80m gear, if we build we can lend. Atlanta had participants and observers from 10 states, several of whom will take ARDF to their home clubs. It's hoped that ARRL will pay the Slovakia entry fees. Dick and Bob said the goal is to break even; sponsors will be needed. Bob WB8JHT suggested talking to 3 Rivers Board of Education for school buses; Brian K4BRI may have a contact in town. Phil then introduced Miami Twp Trustee Joe Sykes, who spoke on "Grassroots Government" (townships). He serves on various county boards. Expansion is planned for Hamilton Co Emergency Management, including more space for ARPSC. Township government originated in the UK; OH townships predate state government. Townships are responsible for some 30,000 miles of roads. More attention is to be paid to storm water, may have to treat by 2003. Colerain Twp is largest in state, population ~70,000. Some have as few as 150. Urban townships tend to work more like cities, tho restrictions apply. Average 911 call costs $14, x 3 for fire, police, EMS. Real estate tax is only money township gets, except $.25/ton from Rumpke garbage goes to Colerain. Hams and services they provide are appreciated. "Shelter in place" for mishaps like chemical spills, coordinate with NOAA, don't go outside. Program concluded at 8:14 PM. He was mobile in Ottawa and I was mobile here in town. He described his home brew mobile antenna and said he had a web site. Since the antenna seemed to work quite well, I thought I would take a look at his web site. Wow, he home brews almost everything! He has two huge telescopic towers with all kinds of stacked monobanders. Even a full size rotatable quad for 80 mtrs! >From antennas to towers to amplifiers, he does it all and in a big way. With respect to ham antennas, the measure would subject private land-use regulations to the PRB-1 limited federal preemption that now applies only to governmental zoning and land-use regulations. It contains but one sentence: "For purposes of the Federal Communications Commission's regulation relating to station antenna structures in the Amateur Radio Service (47 CFR 97.15), any private land use rules applicable to such structures shall be treated as a state or local regulation and shall be subject to the same requirements and limitations as a state or local regulation." H.R. 4720 is expected to be assigned to the Telecommunications and Internet Subcommittee of the House Energy and Commerce Committee. Israel, whose father, Howard, is K2JCC, noted in a statement read into the Congressional Record that the FCC does not now apply PRB-1 consistently. "My bill addresses this issue and provides amateur radio licensees with the ability to negotiate reasonable accommodation provisions with homeowners' associa-tions, just as they do now with public land-use regulators." After the ARRL ran into a brick wall trying to convince the FCC to include CC&Rs under PRB-1, the League's Board of Directors agreed to pursue a congressional remedy. ARRL President Jim Haynie W5JBP and other League officials met with Israel, Walden, Sessions and others on Capitol Hill earlier this year to discuss the prospect of such a bill and how it should be worded. With the proposal now in the legislative hopper, Haynie urged ARRL members to write their members of Congress and voice support for the measure. Field Day is designed to test operators' abilities to set up and operate portable stations under emergency conditions, such as loss of electricity. This event is a serious test of skill, and a contest for fun too. During the weekend, the radio operators try to contact as many other Field Day stations as possible. On average, more than 30,000 Amateur Radio operators throughout the country participate in each year's event. This year, there's something a little bit different; contacts that count may be made with Amateur Radio stations throughout the Western Hemisphere. A new class of station called "Get On The Air" makes its debut this year as well. "We want the community to know that in the event of an emergency, we will be ready to assist in any way we can," says Dick Arnett WB4SUV, Field Day Chair. "While people may think that cell phones or other communications technologies have replaced ham radio, we can still provide a very important communica-tions service that others can't.
